Translation ressources are always scarse. So my personal suggestion
would be to put enough information (as you did, in my opinion) into
the Debconf dialog and refer to other, typically not localized text
for background.
Technically, it's possible to translate lots of things, like NEWS or
webpages. However, I doubt the former is done much and even the latter
is lacking translators (see my first sentence).
But I'm just one translator. You may want to raise this on
debian-l18n@l.d.o.
