This is a little ridiculous.  

Now bootcd-ia64 is effectively an empty package, while bootcd-i386 contains
a single shell script.  These should simply be folded into the main package.

What about the dependencies (you ask)?  Well, they're small.  Just depend on
syslinux on the architectures where it's available (i386, amd64), and on
elilo on the architectures where it's available (i386, ia64).  If you prefer,
this is exactly the sort of situation Recommends: were invented for; "recommend"
syslinux and elilo instead of depending on them.
