I'm about to upload Erlang 25 into unstable. The problem is that rabbitmq-server 3.9.13-1 fails to build from the source. This can be partially explained by the fact that elixir 1.12 does not work with Erlang 25 (elixir requires upgrade to 1.14), but I'd suggest to upgrade rabbitmq-server as well since upstream has released 3.10.7 which officially supports Erlang 25.
