yes, the NMU is as minimal intrusive as possible compared to the last
upload to the archive, currently in sid.

When contributing and taking part in other teams/peoples packages, I
completely agree. For NMUs which are "QA-one-shorts", certainly one
cannot take everything into account for every team there is in Debian.
This would basically make NMUs impossible to do (or limit it to a very
small amount of people).
