Thanks, but I don't think that was the problem - rather I'd used the
control@bugs.d.o syntax but hadn't Cc-ed control@. I'm not sure
control@ actually supports -1 for the bug number in this context though
(it seems it would have to infer it by looking for NNN@bugs.d.o in To:
or CC:) so I probably was trying for "Control:" pseudo-headers as above.
