I'd suggest, that scalable-cyrfonts should Build-Depend on fonts-urw-base35 instead of gsfonts and use /usr/share/fonts/type1/urw-base35/StandardSymbolsPS.afm instead of /usr/share/fonts/type1/gsfonts/s050000l.afm.
