Control: reopen -1

Hi Craig,

I'm reopening this bug because it is not fixed. I saw you did an upload to
experimental but according to its d/changelog it also didn't address this bug.
Please close bugs with uploads instead of closing them manually. Your closing
of this bug made me think that this problem was taken care of and I only
noticed that it wasn't last Saturday when I expected I could finally make a new
upload of my package. I couldn't because procps wasn't actually fixed despite
this bug being closed.

I just uploaded a NMU with attached debdiff to DELAYED/5. My package mmdebstrap
suffers from multiple RC bugs and thus will be removed from Testing on the 6th
of November. I cannot upload a new version of my package without the test suite
passing. The test suite cannot pass while procps in testing still depends on
lsb-base. Unless this NMU is cancelled, it will reach unstable October 25. It
will then be done with transitioning to Testing October 30. I then have until
October 31 to make my upload of mmdebstrap and pray that no other bug is found
that prevents it from transitioning to Testing before is removal.

The timing is rather tight here but I filed this bug a month ago when I thought
there was still enough time and it still isn't fixed even though it prevents
multiple RC bugs in my package from getting fixed...
