I agree that it is an useful thing. However such specialized things do not really belong in the util-vserver package. There are already some other alternative softare available in Debian. cpuburn is such a package that is already available. As you want to test the scheduler you probably want to run this inside each vserver and therefore it is better to install software like cpuburn inside each vserver instead. Useful tool though.
