Bug#1022803: base64: URL-safe alphabet

RFC 4648 §5 <https://www.rfc-editor.org/rfc/rfc4648#section-5> defines an
alternative URL-safe alphabet (with "-" and "_" instead of "+" and "/"). 
Please add an option to base64(1) to use this alphabet.
