After puzzling over this same issue today (an empty .../usr/bin/ directory entry appearing in the data.tar file of a python3-tomli_2.0.1-1 package), I can confirm that the problem occurred with dh-python=5.20221008 and did not occur with dh-python=5.20221122 (verifying the fix).
