Add an otherwise empty youtube-dl binary package to src:yt-dlp
with both README.Debian and NEWS.Debian (for apt-listchanges)

Yeah. I already added a NEWS.Debian entry* and youtube-dl depends on
yt-dlp. I still have to update the NEWS.Debian to reflect the plan to
not include a wrapper. I likely won't even mention --compat-options,
since my experience with it was really negative; but I'm going to play
with it a bit more before I do the update.
