Methinks this FTBFS occurs due to unnecessarily applying the 0.70-1 patches to img/Makefile.in, Makefile.in, aclocal.m4 and configure to 0.71 as well. Apparently upstream took care, so those simply aren't needed anymore. When dropping these patches as well as the "touch"ing in debian/rules the package builds just fine (tested on i386, amd64, ia64 and s390). Please find attached the corresponding interdiff.
