Followup-For: Bug #366415

Looks like I was hit by bug 366961, and when I fixed it, I made localconfig
unreadable by user www-data.  I got it now.  I would consider changing line 136
of Config.pm from
 do $localconfig;
to
 do $localconfig or die "$localconfig:$!";
