I'm looking over the old Bacula bugs that were reported to Debian, and I see your bug report #335829 regarding trouble with make_catalog_backup. In previous versions of Bacula, a customized Debian-specific make_catalog_backup was used. Beginning with the 1.38 series, this is no longer the case; the standard upstream script is now used. I have examined the script and there is no longer an unconditional exit 0. As far as your point #2, saying that the script doesn't work, could you please re-test under 1.38 and let me know if you continue to have trouble? If so, I'll need to know some more detail about your setup and what exactly the problem is, including all error messages and your configuration file line that calls make_catalog_backup.
