By adding a conflict (can’t remember if it has to be Conflicts or Breaks will also work) plus Replaces on manpages-fr (<< 4.17.0-2~bpo11+1) on xz-utils in bookworm. (And the others similarily.) Which is, kinda, what I wrote before.
