With "pop up window" you mean the "Files of type" selector in the file dialog that shows once you select "File"-> "Export File"? When I do that, (before that I had to reduce the screen resolution that the list of supported files is larger than the screen) , yes, I do _not_ get a scroll bar, but I get small arrows at the top and at the bottom of that list, which allows me to scroll. Also mouse-wheel and cursor keys do scroll the list.
