While investigating an autopkgtest regression in Ubuntu [1], it was discovered that test-rofiles-fuse runs in Ubuntu, but is skipped in Debian [2]. I've copied what I hope is the relevant part of the log below. It should be possible to get this test to run if libcap2-bin is installed, and /sbin is on the path (or tests/libtest.sh is patched: capsh -> /sbin/capsh), and the autopkgtest user has cap_sys_admin capabilities. Due to differences in autopkgtest infrastructure, these conditions are met in Ubuntu but not in Debian.
