I didn't modify that file manually (apart from moving the lines up in the 
file), I did deploy ipsec with an Ansible playbook but I just had a look 
through it and I don't think it modified it either.

I just downloaded the same package (https://packages.debian.org/bullseye/strongswan) and double checked. The Apparmor profile doesn't mention any "/etc/ipsec.secrets.d" directory. Dunno what to tell you, sorry.
