Can you please provide some more information about the error you are
experiencing. I can't see how the user table is required for the Convert
cached_html operation to complete successfully.

As you state the table is not a normal part of the PHPwiki database (and
hence is not in the schema), it is only used when an administrator has
specifically enabled database backed user accounts in the configuration
file (and created the necessary tables).

The permissions directive you refer to is commented out in the default
schema and from what I can make out is included in their only as an
example..

At this stage I can't reproduce the bug.
