Hello,

the HDF5 Filter Plugin Packaging Guidelines at
https://salsa.debian.org/science-team/h5f-packaging-guidelines
suggests a unified naming scheme for HDF5 filter plugin packages, so
that packages that depend on a plugin can do so regardless of where it
is implemented.

I created a MR to add support for this to bitshuffle, which also adds
autopkgtests to test that the plugins load from h5py:

I tested the MR by creating a fork of bitshuffle and setting
"Settings/CI-CD/General pipelines/CI/CD configuration file" to
recipes/debian.yml@salsa-ci-team/pipeline[1]:
