A non-Debian package (PSOPT) calls ADOL-C in a way that requires ColPack to be enabled. When I inspected the Debian source: `apt source adolc' and configure'd, I saw that ColPack did not say "Yes" at configure time, as it does when I configure in a tarball distro of ADOL-C. Possible Fix: add --with-colpack=/usr to debian/rules Regrettably I am not a Debin package expert to give a better statement of problem/fix.
