When I took the maintainer role for bash-completion, I did a lot of bug archaeology, but the amount of bugs and patches was too large, so I don't know the reason for every packaging bit. I could do some more digging, but a lot of the history was gone when we moved to salsa (I even forgot the name of the old system), so I'll just focus on your problem and try to determine if we can get rid of this specific patch while minimizing pain for other users.
