Please unblock package grub2

We've pulled in some really important fixes for GRUB, that I think are
important and should definitely be part of the bookworm release:

 * Fix an issue where a logical volume rename would lead grub to fail to
   boot (#987008)
 * Add a final patch needed to make arm64 Secure Boot work (#1020769)
 * Backport some upstream patches to fix probing of LUKS2 devices
(#1028301), add luks2 to the signed EFI images (#1001248)
 * Add debconf logic to control os-prober use (#1031594, #1012865,
#1025698). This dovetails with an update to grub-installer in d-i.

I've also added a small but important change to config_item() in the
postinst, which makes things much more robust. Without this,
grub-install on systems with Xen installed can fail unexpectedly.

And there's a trivial change to not warn about os-prober if it's not
installed (#1033657).

The os-prober fixes are a major change that I think we need for
bookworm. The default has changed in GRUB upstream, and this will
cause a lot of user confusion (on new installations particularly)
where they're trying to do dual-boot.

I'm asking for an unblock *now* for these changes, so that people can
review them. The os-prober update includes a new debconf template that
we'll want translations for (and hence another/more grub upload(s)
before release), but of course they should be ~zero-risk at that point.

[x] all changes are documented in the d/changelog
[x] I reviewed all changes and I approve them
[x] attach debdiff against the package in testing
