Likely base-files would depend on sh-is-dash | sh-is-bash | sh-is-...
I suppose that this approach would just work. It feels a bit
excessive in terms of small packages.
An alternative would be having `base-files` depend on `debian-shell`, a
source package that builds and depends on `sh-is-dash | sh-is-bash |...`
and all other Policy-compliant shells.
One more level of indirection as the price for a cleaner set of
dependencies in base-file.
