Control: reassign -1 tlp-rdw

/etc/NetworkManager/dispatcher.d/99tlp-rdw-nm is not shipped by the network-manager but by tlp-rdw

What most likely happened is, that you removed, but not purged the tlp-rdw package. Which means, the files in /etc stay around, but the files in /usr have been removed.

The best way to fix this if tlp-rdw ships the network-manager hook script in /usr/lib/NetworkManager/dispatcher.d/. This way, the hook scrip is removed when the package and thus /usr/share/tlp/tlp-func-base is removed.
Reassigning accordingly.
