When systemd-resolved is used in the testbed, the provided dnsmasq config in debian/tests/common-ntp-servers-from-dhcp causes dnsmasq failed to start. Because systemd-resolved already listens on port 53 on lo interface. This can be workaround by adding `bind-interfaces` to the generated dnsmasq config (otherwise dnsmasq listens on 0.0.0.0 even it has interface=veth0 config). For clarify, I'm triaging the failed autopkgtests on Ubuntu, and will submit patch or MR when I've done them all.
