Package: packagekit

With the latest update to Debian testing, existing installations lost the
`pkcon` program. We explicitly install `packagekit` into our VMs, and so far
this has always provided pkcon.

The recent release dropped the recommendation from the library [1], which seems
fine. However, it also had another change "packagekit: Recommend, instead of
suggest appstream"; that commit also demoted the "packagekit-tools"
recommendation to suggests. This was not documented, and I suppose it was just
an accident?

Can you please revert this? Not really RC, but a rather unexpected change that
late in the release cycle.
