I just upgraded to the new GNOME Utils 2.14 package. I found the following
entry in its changes log, which might indicate the problem to be in the GNOME
Dictionary:
GNOME Dictionary

* Fix bug 329941 - support look up of multiple words from the
command line.
However, although that now does work from the command-line (it didn't occur to
me to try with the older version), the dictionary lookup from the Deskbar
applet stopped working completely. That is, now single word as well as multi
word look ups spawn an empty dictionary window.
