Package: psutils

Followup-For: Bug #1002514

As an encouragement to update psutils in Debian, I have just released
version 3, which adds full support for PDF, with transparent filetype
detection, using exactly the same commands as before.

I have rewritten the package completely in typed Python, thoroughly checked
with mypy and pylint added more tests, and improved the documentation.
