Hi,

Whilst working on the Reproducible Builds effort [0] we noticed that
elinks could not be built reproducibly.

This because the manual PDF embeds the current build date:

A patch is attached that exports FORCE_SOURCE_DATE in debian/rules,
a LaTeX-specific variable to ensure that LaTeX tools respect the
SOURCE_DATE_EPOCH environment variable.
