uptodate netinst images that include open-vm-tools*

As you might have noticed there is more than one iso image.
You didn't mention which one you are using, so I assume its the
network install image or the normal CD image.

They are used to install a minimal system and can't contain all
packages - they are way too small for that.

You could - for example - use the first blueray (bd) image or
the 16BG usb stick image instead.

Btw, this behaviour did not change.
open-vm-tools is part of the "contrib" part of Debian as it needs
a proprietary environment to work with. Software from that won't
be on the netinstall image.
