Thanks for the report!Currently we just suggest these 4 packages. I propose to promote the suggest to recommend. Do you think that would be sufficient? Mhhh: these 4 packages have a (installed) size of 40MB. Maybe the is neglect-able given the size of texlive-lang-japanese (300MB).
