It seems that the newest kwin-baghira package lacks the *.la files corresponding to the .so files in /usr/lib/kde3. This means that the style works, but not its configuration kcm module. The kwin decoration doesn't load, etc. I hacked around it for myself by modifying existing .la files but this is hardly a solution. :) I didn't follow any recent discussion about any change in libtool, policy so I may be mistaken, however from my end the package seems half-broken.
