yes. though for 200 packages I'd announce this on [email protected]
first (and include list of affected maintainers and packages), then
wait a month, then file 150 instead of 200 bugs with severity normal
or important, then wait another month, then drop the transitional
libfreetype6-dev package and raise the severity of the remaining 100 bugs
to serious. (obviously the numbers 150 and 100 here are guesses.)

this way you give everyone two warnings before you "break" "their" packages.

if the package only had 23 reverse dependencies I'd skip the the warning
via mail to [email protected]

(and future versions of my transitional bug reports will include this
howto and the list of reverse (build-)depends too :)
