As can be seen in recent build logs [1], opm-simulators 2022.10+ds-2 is missing a build-dependency on bc. I've copied what I hope is the relevant part of the log below. I can confirm that adding a build-dependency on bc allows the build to succeed on Ubuntu's build architectures.
