Hi,

The currently shipped CologneBlue skin contains a reference to a
subtitle which the user can't set:

   $s .= htmlspecialchars( wfMsg( "sitesubtitle" ) ) . "</span></font>";

My understanding of the documentation is that the subtitle should be
controllable by setting $wgExtraSubtitle, but this does not work. All of
the languages define sitesubtitle, but not all of the themes use it. And
those that do get stuck with a fine default reference to free
encyclopedias.
