Upstream includes both a info manual and (autogenerated afaict)
manpages for gnutls13, however they are not shipped in the debian
package.

Is there a reason for this? debian/NEWS.Debian says

| The gnutls documentation (gnutls-doc) had to be moved to "contrib"
| because it requires building by latex2html, which is in non-free.
However latex2html is not used any more and gnutls-doc only exists
in oldstable.
