Dear Maintainer,

The english version of debian reference contains this sentence at the end of 
section 8.1.2:

`The locales-all package comes with all locale data pre-compiled but doesn't 
creating "/etc/default/locale".`

The meaning of the sentence is not clear because of the wording, please reword.
