Probably not useful for the maintainer as they will surely stop it right away.
It appears the versions in stable-security and stable are not consistent. Disabling stable-security source allows to install bind9-utils and dependencies. Eventually, one need to downgrade first some packages if they are already installed from stable-security. I suggest pushing all the bind9 related packages to stable-security when pushing a new version of bind9 related packages in stable-security.
