well, putting the repo in the debian/ salsa group allows *commits* by any
Debian member. (No merge request or coordination required) [1]

OTOH Daniel is listed on https://wiki.debian.org/LowThresholdNmu which
would make NMUs for targeted bugfixes of reported bugs OK.

Afaik there is no real policy outside of that, except for adopting or
rescuing packages.

I personally think that uploading to experimental would be fine with
Daniel if there was a long term commitment behind it.
