That transition has now happened, making libsdl1.2-compat-dev a deprecated transitional package which should be removed after Debian 13 is released. In the short term, please build-depend on libsdl1.2-dev. In the longer term, obviously a full port to the SDL2 APIs would be better (that's #1038369), but that doesn't need to prevent libsdl1.2-compat-dev from being cleaned up.
