Bug#1050677: Mitigation seems like working but really it does not

Dear Maintainer,

Using The flag --enable-features=VaapiVideoDecodeLinuxGL seems to list
all codecs as hardware accelerated but they aren't. intel_gpu_top
reports Video/0 engine usage at 0.00%, so I think the bug exists.
