In System Settings -> Appareance -> Backgrouds, in not possible change the
background image.
This the error for example:

Hi, thanks for report, I already saw it time ago at the merge of the fix upstream: https://github.com/linuxmint/cinnamon/commit/fce9aad1ebb290802dc550e8dae6344dddf9dec1

I was waiting for new upstream bugfix release but if will not be released I'll add that patch in debian/patches on next cinnamon upload to experimental or unstable
