Package: watchdog Version: 5.2.5-2 I am having the exact same problem, on 12 out of 12 debian testing machines. Hardware, software, and architecture are widely variable. All are running custom 2.6 kernels however.
I don't know about R?mi, but here are the answers to the questions you asked from my point of view: It hangs, whether upgrading (or retrying the failed upgrade), reinstalling, removing and installing, or installing fresh. This is only true (in my experience) for version 5.2.5-2. In 5.2.5-1, it hangs ONLY when upgrading, and completes successfully if you kill it and retry the failed upgrade. All other versions have worked perfectly for me. The postinst script seems to go defunct.
