Yeah, I see what you mean, but the versioned depends is unsatisfiable in unstable, so it doesn't make sense to upload the package to unstable, unless there is something weird like a circular dependency. I don't think it's OK for packages in unstable to be uninstallable in unstable. It certainly meets the textbook definition of a release critical bug, since nobody can actually use the package. What I don't really understand why this bug was not filed on elpa-hl-todo .
