/usr/bin/file reports nothing for a text file encoded as utf16 although file(1) indicates that there are checks for utf16, too. After converting to an 8 bit encoding /usr/bin/file reports 'ASCII English text'. According to file(1) I would expect 'character data' to be printed or at least 'data' like is done for unknown binary rubble.
