What do y'all think about uploading this into debian's experimental
repository for wider testing and consideration?

I encourage you both to do this work directly in the team packaging
repositories (e.g. https://salsa.debian.org/debian/gnupg2), even if
you're not willing to upload to experimental yet.  the branch names like
debian/experimental and debian/unstable should probably be reserved for
what is actually being uploaded, of course, but neither of you shoud
hesitate to create your own named branches to document your
debian-related work in the team location.
