1.) Whether the name is hard to guess or not, is quite subjective. Personally, I think wallpaper makes more sense than background. 2.) Upstream KDE calls this package "Plasma Workspace Wallpapers", so that's what we are using as well unless there is a good reason not to. 3.) The other packages you mentioned are called like that upstream, i.e. Gnome is calling it gnome-backgrounds, Mate is calling it mate- backgrounds etc. KDE made the decision to call it wallpapers instead of backgrounds.
