I'd go for something like predefining som variables like CVENUM, TITLE, URL, AFFECTEDPACKAGES, URGENCY and having the local admin specify a string (possibly multi-lined) where the variable names are replaced with data of each vulnerability in a loop. Next time, I'll remember to write down the exact need I feld when I write an abstract bug report like this - I don't remember what I thought I needed this feature for.
