Breaks are not intended to be used without a version, it essentially
triggers the coded path to upgrade the broken package.

The correct relationship to use here is Conflicts as per policy 7.6.2,
"Replacing whole packages, forcing their removal".

Note that using Breaks means that you can end up in a not-fully-consistent
state where wireshark-qt is just deconfigured. APT's behavior of removing
packages in this case rather than allowing an inconsistent state like
that is not part of policy.

This may break other solvers who rely on the Conflicts+Replaces special
semantics per 7.6.2, such as downstream ubuntu-release-upgrader.
